
The State Plan for Career and Technology Education is based on the two goals for Texas career and technology education established by the 74th Texas Legislature in TEC § 29.181:
Each public school student shall master the basic skills and knowledge necessary for:
managing the dual roles of family member and wage earner; and
gaining entry-level employment in a high-skill, high-wage job or continuing the student's education at the postsecondary level.
The objectives are based on elements that contribute to effective career and technology education programs: academic excellence, quality guidance and counseling, partnerships that benefit students and schools, strong curriculum, professional development for educators, and ongoing evaluation. The plan has been revised based on input from educators and the business community.
